De Pinay cirkel (Le circle) is oorspronkelijk een geheime Europese NWO stuurgroep. De groep werd gevormd in de 50er jaren van de vorige eeuw rond voormalig Franse premier Antoine Pinay. De groep bestaat uit rond 25 hooggeplaatste leden van de controleurs.
